This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 561622. The USMC Regional Contracting Office - National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to JDA Safe and Security Consultants of 4365 Little Falls Road, Huntingtown, MD 20639 to provide locksmith services for Headquarters U.S. Marine Corps (HQMC) organizations in the Washington DC National Capital Area. Use of another contractor would require the replacement of all locks at a cost not recoverable through competition. Additionally, the amount of time necessary to replace all locks would be an unacceptable security risk. The contract is for a base year and one option year beginning on or about 1 March 2015. This notice of intent is not a request for competitive quotes; however small business firms may provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
