This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested. This solicitation W50S8R-20-R-0014 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This solicitation is set aside 100 Percent for Small Businesses. The NAICS code that applies is 721110 and business size is $35,000,000.00. This action will result in the award of multiple blanket purchase agreements (BPA’s) – meaning several different facilities/hotels will be utilized to fulfill the requirement, utilizing simplified acquisition procedures under Full and Open competition.
A BPA is not a contract, but an “agreement” for which the terms and conditions (pricing, minimum notification timeframes, etc.) of the agreement only apply when/if the Government notifies the facility their services are required and facility agrees to reserve rooms/has availability. In order to provide the best value to the taxpayer, BPA’s awarded against this solicitation will be utilized in order of price. All rooms available at the facility with the lowest price per room will be reserved, before making reservations at the next lowest priced facility, and so on. Reservation procedures will continue in this manner for the life of each BPA, or until the maximum ceiling of each BPA is met – whichever occurs first. All BPA’s will have a life of five (5) years from date of award; pricing, terms and conditions will be reviewed on a yearly basis, at which time vendors will have opportunity to adjust rates per market/industry conditions (note: pricing may be adjusted prior to that time, per established terms and conditions, which include minimum 30-day notification of a proposed price increase, before new pricing will take effect). Agreements shall be established with primary hotel(s) only; no “over-flow” facilities will be authorized.
Requirement is for lodging in commercial hotel facilities, for eligible members of the 179th Airlift Wing, Mansfield Ohio Air National Guard. Ensure all quote submission information is provided, that is requested in statement of requirements.
Please ensure your proposal includes the physical address of the lodging facility and your System for Award Management (SAM) CAGE Code. Offerors are encouraged to provide any data related past performance (e.g. ratings from independent, reputable agencies, etc) as support for this evaluation.
Past performance, combined with all non-cost related evaluation sub-factors, are equal to Price. Past performance evaluation will include any previous history of performance for 179th Airlift Wing.
