THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT: The Broadcasting Board of Governors (BBG) International Broadcasting Bureau (IBB), Office of Contracts (CON) Located in Washington, DC intends to negotiate and award a non-competitive commercial service firm fixed price contract to Oracle America Inc., located at 1910 Oracle Parkway, Reston, VA 20190-4733. The anticipated period of performance will be July 1, 2016 through June 30, 2017. The anticipated award will occur in June 2016.
The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C.253(c)(1) which is implemented at FAR subpart 6.302-1 as follows: " when the supplies or services required by the agency from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Based on the needs of the BBG Office of Engineering and Technical Services, Oracle Div Achieve Support is the only known source which has demonstrated ability to provide these services.
This Notice of Sole Source is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above stated item. The written response received from the interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Cynthia C. Sugg, Contract Specialist, Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 Independence Ave., SW, Room 4360-0018, Cohen Building, Washington, DC 20237 by June 23, 2016 at 2:00 PM EST. Telephone, email or Faxed responses are not acceptable and will not be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted. Any questions regarding this Notice shall be in writing and submitted to Cynthia C. Sugg, Contract Specialist, by email [email protected], before June 21, 2016 at 12:00 pm EST. Any determination to compete or not compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB or RFQ.
