Synopsis:
The Naval Air Systems Command intends to issue a modification to the sole source follow-on Production Contract N00019-12-C-2001, and to issue a Delivery Order under the Basic Ordering Agreement N00019-17-G-0002 to the Bell Boeing Joint Program Office (BBJPO), 401 Tiltrotor Drive, Amarillo, TX 79111. The delivery order under the Basic Ordering Agreement N00019-17-G-0002, is for the Non-Recurring Effort required to modify Engineering Change Proposal (ECP) 991R2. This procurement will allow for the Non-Recurring Engineering to be completed which includes, but not limited to, Drawings, Systems Engineering, Production Management, Technical Reviews, administrative and financial reviews, and supportability documents. The modification to the sole source follow-on Production Contract is for the Recurring implementation (supplies, labor, and services) of Engineering Change Proposal (ECP) 991R2 to paint one (1) Lot 21 MV-22B new production aircraft with the HMX-1 "Greenside" paint scheme for one (1) MV-22B Production line aircraft.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer, and manufacturer of the V-22 Tiltrotor Aircraft, the Bell Boeing Joint Project Office is the only known source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to perform this effort in a timely and cost effective manner. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
