The Purpose of this announcement is to obtain market research and/or scientific information regarding potential methods to modify and test the rheological characteristic of  water in a manner that will allow replacement of relatively expensive wildland fire retardant during aircraft drop testing.  Methods identified through the information obtained from this Request for Information maybe incorporated into a program to develop an alternative liquid and manufacturing process for use during aircraft drop testing.
