The Naval Air Systems Command (NAVAIR) intends to request a proposal and negotiate on a sole-source basis with Lockheed Martin Systems Integration (LMSI), 1801 State Route 17C, Owego, New York, 13827-3998 for a two-part Engineering Change Proposal (ECP) for the non-recurring engineering and recurring efforts needed to modify Low-Rate Initial Production (LRIP) I and LRIP II Acoustics Racks in order to retrofit the Multi-spectral Targeting System (MTS) Forward Looking Infra-red (FLIR) capability into Engineering and Manufacturing Development (EMD) and LRIP I aircraft. This procurement for the Part 1 ECP shall include the effort for the non-recurring portion which consists of proposing the non-recurring, training and logistics costs; deliverables associated with the development, prototyping and testing of the effort; non-recurring costs associated with development, validation and verification of the Technical Directive (TD). This contract will be awarded on a sole-source basis to Lockheed Martin Systems Integration ââ¬â Owego as they are the only known source with the knowledge, experience, and proprietary technical data required to perform these tasks within the necessary time frame.
