The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to award a contract to Surface Enhancement Technologies, LLC, 3929 Virginia Ave, Cincinnati, OH 45227-3411, (Cage Code: 3AV35) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has submitted a requirement for the remanufacture of Low Pressure Compressor (LPC1/2) Disks. The Rolls Royce Pegasus (F402-RR-408B) Disks are remanufactured using a low plasticity burnishing process detailed in US Patents (5,826,453), (6,415,486) and (6,622,570) which are owned by Surface Enhancement Technologies. Market research has determined that Surface Enhancement Technologies, LLC is the only source capable of providing the requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within ten (10) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
