The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, on behalf of its international cooperative partner, The Government of Australia, intends to issue a sole source contract modification to Northrop Grumman Systems Corporation (NGSC), San Diego, CA. This contract action will support the Pack, Export, and Installation in Australia of the AUS MOB 1, AUS MOB 2, and AUS FOB for the Royal Australian Air Force (RAAF) MQ-4C Triton program requirements. In addition, this effort will support acceptance testing and completion as stand-alone tests as needed for the site, MOB, and FOB requirements. This modification has an anticipated award date of 19 November 2021.
As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed actions.
