The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source modification with General Electric Company (GE), Lynn MA, for six (6) additional T408-GE-400 Engines as authorized by Congress under LRIP 2. The modification will include components associated equipment and support comprised of special tooling, support equipment, test equipment, training equipment/services, sustaining engineering, non-recurring and recurring engineering associated with engineering changes, cost reduction initiatives, parts obsolescence, quality assurance, reliability and maintainability logistics support, publications, test and delivery, and technical, administrative and financial data required to build and maintain the T408 engines. GE has been the designer and developer of engines for the H-53 legacy and CH-53K helicopters, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. GE has an established supplier base and manufacturing processes which are critical for the quality production and the timely delivery of the T408 engines. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
