SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

SLAC has a requirement for a U.S. domestic end item source of the following product:

  1. Quantity: 1, LSST CAMERA CHILLER
    1. Item 1: Engineering and design deliverables, as detailed in the SOW
    2. Item 2: Chiller and supporting QA, test reports, manuals, and final documentation
    3. Item 3: Unilateral OPTION for a second Chiller with supporting documentation
  2. Submittals Required with Response
    1. Capabilities:
      1. Description of company engineering, manufacturing, and testing capabilities to be used for completing this contract.
    2. Relevant Experience:
      1. Description of past work or delivered Chillers that are similar to the proposed design. Include references to past work involving use on telescope or other outdoor installations, and with DOE National Labs. Include any contact references, if available.
      2. Table of comparisons of the proposed design to past delivered units as related to working pressure, flow rate, working fluid, operating temperature, heat rejection capability and instrumentation. 
    3. Proposed Chiller Design:
      1. Description of the Chiller preliminary design, describing all key elements of the system, including assessment sufficient to show that the proposed system will be compliant with key requirements, including flow and pressure, heat rejection capability, and temperature and set-point control.
      2. Description of plans to assure that delivered hardware is compliant with the ASME Standards defined in the Statement of Work
      3. Description of expected Chiller interface needs, including but not limited to: expected weight and size, expected power and cooling needs, instrumentation and controls functionality
      4. API programming manual to allow for programming of remote applications for controlling the Chiller
      5. Description of expected test program to verify compliance with requirements
      6. Identification of any exceptions to the requirements listed in the Specification and Statement of Work, along with alternates or counter-proposal
    4. Schedule:
      1. Schedule with 10-20 activities/milestones showing how work will proceed and delivery accomplished by the quoted delivery date.
      2. Short discussion of rationale for any changes to the requested delivery and risks associated with the delivered schedule.
    5. Quality Management System:
      1. Governing document describing the company and facility quality management system.
      2. Evidence that company engineering and manufacturing personnel have training, qualifications, and any certifications as required by the Standards defined in the Statement of Work.

The award will be made based upon the Lowest Price Technically Acceptable method.

Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information.

For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM). Entities may register at no cost directly at the SAM website: https://www.sam.gov.

The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Non-Commercial Supplies and Services dated August  2017
