REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-71 dated November 25, 2013.
This acquisition is conducted under the procedures as prescribed in FAR subpart 12-Acquisition of Commercial Items and FAR subpart 15-Contracting by Negotiation at an amount exceeding the simplified acquisition threshold ($150,000).

DESCRIPTION OF REQUIREMENT
Purpose and Objectives
The purpose of this potential requirement is acquisition of a service contract to support mass spectrometry equipment owned by the National Institute on Drug Abuse Intramural Research Program, specifically a ESI-LTQ Orbitrap Velos Mass Spectrometer with ETD and a MALDI-LTQ Linear Quadrupole Ion Trap Mass Spectrometer. This service is required to ensure continued high performance of the research equipment.
Period of Performance
The anticipated period of performance is 6/1/2014 through 5/31/2015. A firm fixed price contract is contemplated.
Project Description
The Contractor must be able to perform the following service for an ESI-LTQ Orbitrap Velos Mass Spectrometer with ETD (S/N: 03099B):
1. Unity Essential Support Plan: MSPEC-LC-MS (Part No. 0723920)
2. ETD Field Upgrade from LTQ XL, Standard
3. Mass Spectrometry Options (Part No. OPTON-97103)
Additionally, the Contractor must also be able to perform the following service for a MALDI-LTQ Linear Quadrupole Ion Trap Mass Spectrometer (S/N: LTQ10217):
1. Unity Essential Support Plan: MSPEC-LC-MS (Part No. VM-11000)
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, the equipment requiring maintenance is proprietary to its manufacturer, Thermo Electron North America, LLC, and this company is the sole provider of maintenance for this equipment.

THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
