This is a Notice of Intent (NOI), not a request for proposals. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) in support of Vaccine Research Center (VRC) intends to negotiate on an other than full and open competition basis from Promega Corporation, 2800 Woods Hollow Road, Madison, Wisconsin 53711-5300 for the following reagents:

1. Luciferase 1000 Assay System-Custom (Qty - 10) - Kit configuration: 20 x E151C and 20 x E152B.

Ongoing experiments are based on results achieved using these products from Promega; changing variables at this time would be detrimental to the experiment in progress.

This will be a firm-fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1, only one source available, no substitutions possible. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-84, effective October 5, 2015. The associated North American Industry Classification System (NAICS) code 325414, which has a size standard of 500.

All responsible sources who can show capability to produce this reagent may submit a proposal with a statement of capabilities to indicate product specifications and past performance producing the same reagents. The Government reserves the right to make a decision whether this requirement is available for competition.
