The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Eye Ball R1 Surveillance Device/Mobile Display System, 18 Each. The procurement will be conducted on a sole source basis in accordance with the statutory authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) as implemented by FAR 13.501. The Agency intends to enter into a firm-fixed-price, supply-type contract with ODF Opteronics, 6112 Trotter Ridge Road, Summerfield, North Carolina. The basis for restricting competition is the equipment is manufactured and distributed by ODF Opteronics. Requirement is for unique equipment available from only one source with unique capabilities. NAICS code for this procurement is 334511 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
