Under terms of an International Agreement between The United States of America and The Kingdom of Denmark, Detachment 1 of the 21st Contracting Squadron is soliciting proposals from qualified DANISH and GREENLANDIC organizations for the seamless and effective operation of the Thule Defense Area in support of the 821st Air Base Group mission at Thule Air Base, Greenland. All respondents must be verified through the Danish Ministry of Foreign Affairs as qualified candidates. The Statutory Authority is: 10 USC 2304(c)(4) as implemented by FAR 6.302-4 International Agreement and is in accordance with the International Agreement Competitive Restrictions signed 28 August 2003 by Ole Wendt, Contracting Officer, which is attached to this presolicitation notice. This base maintenance contract (BMC) provides infrastructure support in the Thule Defense Area to include, but not limited to, the following functional areas: Supply and purchasing, fuels management, airfield operations, traffic and transportation management, water port operations, civil engineering operations, environmental management, health services, food services, temporary lodging, recreation and community services, non-sensitive communications management, weather operations, and support for polar research. The contemplated period of performance is a one-year base period (FY06) plus nine one-year option periods (FY07-FY15) for a total of ten years. In accordance with international agreements, this contract is negotiated, awarded, and paid in Danish Kroner.
