NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- The Department of the Army (Army Contracting Command - Redstone Arsenal, Alabama), intends to solicit and award a sole source contract to Arnold Defense and Electronics, LLC. to satisfy US Army and Foreign Military Sales (FMS) requirements. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements.

The M260 and M261 rocket launcher technical data package requires a specialized electromagnetic forming process commonly referred to as magneforming. Arnold Defense and Electronics, LLC, is currently the only known source that has the magneforming capability as well as special test and tooling equipment necessary to manufacture M260 and M261 rocket launchers.

A sources sought market survey synopsis was issued on 26 January 2015, for the M260 and M261 Rocket Launchers under Solicitation Number W31P4Q15R0072. On 3 March 2015, the synopsis was ammended to include the specialized electromagnetic forming process commonly referred to as magneforming within the description, to which no qualified sources responded to this ammended sources sought synopsis.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 811490 and the Small Business size standard is $7.5M based on average annual receipts. This will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract. Award to this small business is projected for a basic year (FY17) plus three option years (FYs 17-20).

The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact Roland Carter via e-mail at [email protected] and be considered by the government. If no responses are received by 5:00 p.m. Central Standard Time, 30 September 2015, a Sole Source contract will be pursued with Arnold Defense and Electronics, LLC.
