The U.S. Department of State Office of Acquisition Management (A/LM/AQM) is seeking firms with experience in manufacturing M4A1 Carbines that comply with Mil-C-71186 (AR) see attached specifications and associated 30 round ammunition magazines compatible with the Mil-spec M4A1 carbines. All parts provided by the manufacturer must be Mil Spec. The manufacturer must be able to demonstrate the ability to provide a minimum of 1,200 M4A1 carbines (Mil-C 71186 (AR)) weapons and 12,000 M4A1 (Mil-Spec compatible) 30 round ammunition magazines within 90 days. The weapons must be U.S manufactured.

The Government is requesting information in the form of proposed designed technical data packages with military specifications from interested manufacturers for this market survey.

The following information should be part of the email notice of interest:
Contractor name;
Dunn and Bradstreet Number, Cage Code and Headquarters address;
Point of contact with telephone number and email address;
Size of business; and country represented in which manufacturing takes place;
All submittals should include at least three (3) points of contact from Government or other types of law enforcement agencies that have purchased your firm's weapons in the past or currently use your firm's weapons; and
All package submittals should include the most recent testing and inspection reports conducted by Government or third party entities which demonstrate the quality of the firearms, targeting accuracy, reliability and interchangeability of the proposed weapons.
