Headquarters, U.S. Army Contracting Command, Rock Island (ACC-RI), on behalf of the Office of the Project Manager for Combat Ammunition Systems, plans on awarding a Firm Fixed Price (FFP) base contract with four (4) one-year options for the Load, Assemble and Pack (LAP) of the following items:

It is anticipated that this procurement will result in an award to American Ordnance LLC (AO) who is the Operating Contractor at the Iowa Army Ammunition Plant (IAAAP). These requirements shall be restricted to the National Technology and Industrial Base (United States and Canada) and further restricted to AO, as the operator of IAAAP under 10 U.S.C. 2304(c)(3) and FAR 6.302-3(a)(2)(i), i.e., to maintain a facility, producer, manufacturer or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. This notification has been posted for subcontracting purposes only.
The 155mm, M795 Projectile is an extended-range high-explosive artillery projectile used for anti-personnel and anti-material targets. The projectile is a hollow high-fragmentation steel forged shell filled with either Trinitrotoluene (TNT) or IMX-101 melt-poured explosive. A TNT supplementary charge is used in the TNT-filled projectile and a PBXN-9/IM supplementary charge is used in the IMX-101 version. The Government anticipates that the TNT will be contractor furnished material (CFM) while the IMX-101 will be Government furnished material (GFM).
The anticipated firm fixed price LAP contract will contain pricing for the 155mm M795. Deliveries are anticipated to begin in June 2024.
The estimated total/maximum quantities for the entire contract period are as follows:
155MM M795 Projectile – 1,128,170 units
First Article Testing (FAT) will be required for each item.
Delivery will be FOB Origin to locations to be determined at time of contract/option award.
