Army Contracting Command – Rock Island (ACC-RI) is seeking possible sources of supply for the acquisition of M8 Containers for the M8 Smoke Pot in support of Pine Bluff Arsenal.

BACKGROUND OF M8 SMOKE POT:

The M8 is a burning type smoke pot used to generate white smoke.  It has a thin sheet metal cylindrical body, approximately 12 inches in diameter and 13.5 inches in height.  The M8 Smoke Pot Metal Part kits include a double rolled seam can (or body), two lid (cover) assemblies with handles, a threaded fuze adapter, stamped plug closure, metal clamp, gasket, and coordinating hardware.  Parts are manufactured in a variety of methods including stamping, forming, machining, and welding.

ACC-RI is looking for vendors who can support production of one of the following options:

Production Option 1**: M8 Container in accordance with Drawing 36-2-226 Rev N dated 29 June 2021, Dash No. 30. Option 1 includes the container production EXCLUDING Item No.–4 LACQUER, GLOSS, FOR AIRCRAFT USE, CLEAR OR WHITE (SPECIFICATION A-A-3165), or Item No.5 LACQUER, SPRAY, CLEAR, TYPE I, CLASS 1 OR 2 (SPECIFICATION A-A-3003).

  1. –30 BODY, DRAWN DESIGN: STEEL SHEET, CARBON, COLD ROLLED, DRAWING STEEL (DS), .024 INCH NOMINAL THICKNESS
  2. –10 and –20 are not applicable for this requirement

Production Option 2**: M8 Container in accordance with Drawing 36-2-226 Rev N dated 29 June 2021, Dash No. 30.

Interested vendors please submit response to the following topics based on Production Option 1 or 2:

  1. Basic Manufacturing Plan- how each component will be produced.
  2. Manufacturing Equipment- listed equipment and systems required to produce each component (to include finishing/anodizing).  Identify equipment/processes that would be in house and sub-contracted.
  3. Production Experience- current or previous experience in manufacture to Technical Data Packages (TDPs) of comparable items of similar complexity.
  4. Production Rate- estimated rate for each of item with anticipated maximum production rates.
  5. Paint and Finish Equipment- listed equipment and systems required to paint and finish each metal component.
  6. Expected Lead Times- information regarding design, fabrication, and prove out of any equipment, including long-lead materials.
  7. Personnel- technical qualifications of personnel including level of experience in producing these or similar metal components.
  8. Quality Management System – Brief description of system to be used under a production contract including any relevant certifications.
  9. Name of Company, Address, Point of Contact, Contact Information

***In addition, interested vendors shall provide a Rough Order Magnitude (ROM) cost for the M8 Container, Option 1 or Option 2.

Delivery location shall be FOB Destination to Pine Bluff Arsenal, Pine Bluff, Arkansas.

The NAICS code for these items is 332999 and the business size standard is 750 employees. Please indicate your company business size in your response.
