The Centers for Disease Control and Prevention, NHHSTP/DHPSE, 1600 Clifton Road NE, Atlanta, GA 30333, hereby announces its intent to issue a sole source contract to Abbott Laboratories, Inc. /Abbott Molecular, 1300 E. Touphy, Des Plaines, IL 60018-3315 for the purchase of a maintenance service agreement for the m2000sp and m2000rt systems for one year with 4 optional one-year renewals.

The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). The m2000sp and m2000rt are FDA-approved automated fluid handling and real-time PCR HIV viral load assay systems for viral testing. In order to remain compliant with FDA-approved package inserts for HIV viral load measurement, these instruments must be calibrated and maintained properly. Abbott Molecular is the original manufacturer of the m2000sp and m2000rt which are uniquely designed using their proprietary technology. Abbott Molecular has their trained engineers, genuine parts and software integration to provide proper calibration and repair services necessary for safe operation of the equipment. No other service providers are available that meet these specifications as components are proprietary. Only Abbott Molecular can provide maintenance services to these instruments.

Responsible sources that believe they possess the expertise and capabilities identified above are
encouraged to submit to the Contracting Officer, within 3 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services in the future.

If no affirmative responses are received within 3 days, negotiations will be conducted with the Abbott Laboratories, Inc. /Abbott Molecular, as the only source and a contract will be issued without any additional notices being posted.
