The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with PerkinElmer Health Sciences, Inc., under the authority of FAR Part 13.106-1(b), for the procurement of a Maintenance and Service plan. The plan will provide support for NIST Physical Measurement Laboratory's (PML) PerkinElmer Spectrophotometer for a one (1)-year base period and four (4) one year option periods in Gaithersburg, MD.

***** Sole source determination is based on the need to acquire a service and maintenance contract for an existing PerkinElmer ultraviolet-visible-near-infrared spectrophotometric (Model Lambda950, serial number 950N6030802) currently used to meet the research and calibration needs of the NIST PML. The optimal and continual operation of this instrument is critical to the delivery of NIST PML's calibration requirements.

***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
