This is a notice of intent to negotiate a sole source contract as prescribed in FAR 6.302-1. The USDA ARS intends to negotiate a firm fixed-price contract with Control Management, Inc., 3101 Carlisle St, Columbia, SC 29205, as the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. This contract will be for a 12 month period. Control Management Inc. is certified by Siemens for repairs and upgrades on the Siemens Apogee system. The USDA ARS US Vegetable Laboratory currently utilizes the Siemens Building Technologies Direct Digital Control System which includes the Apogee Insight Color Graphics Software. This system controls floor level network controllers, a Siemens modular building controller, modular equipment controllers, MEC expansion modules, analog input and outputs, digital input and outputs, terminal equipment controllers, fume hood controllers, lab controllers, air compressor and dryer and Apogee Insight Color Graphics Software. The Contractor shall furnish all necessary supervision, labor, materials/parts, engineering and upgrades as needed to maintain the Apogee Insight system at optimal performance efficiency and consistent with the most current commercially-available version of the system. The NAICS code is 238210. Other companies possessing the requisite expertise and resources are invited to submit in writing their capability statement with cost information that provides clear and convincing evidence of their capabilities to meet this requirement. This is not a request for quotation. Responses to this notice should be submitted to the contracting officer by May 29, 2008. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government.
