This is a Sources Sought and Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued.

The U.S. Army Corps of Engineers (USACE), Pittsburgh District is conducting market research to identify potential sources to provide maintenance services for existing YSI Brand Water Quality Sondes and Meters.

Description of Requirement:

The Water Quality Unit requires maintenance for existing YSI brand water quality sondes and meters.
These monitoring devices support a core mission of the Pittsburgh District and are a central component of water quality monitoring at every site, every time the water quality team conducts field monitoring. Water quality data collected by these units are utilized to document seasonal lake stratification patterns, identify algal blooms, and characterize impaired areas. A maintenance contract is necessary to assure continuous and accurate operation of these essential monitoring devices.

Existing equipment consists of following:

11 ea: YSI 6 Series Sondes
6 ea: YSI EXO2 Sondes
5 ea: YSI 650MDS Handheld Meters
4 ea: YSI EXO Handheld Meters
1 ea: YSI Pro DSS Sonde and Handheld Meter

Services:

Part One: DIAGNOSTICS AND REPAIR SERVICES OF WATER QUALITY SONDES

Provide diagnostic/evaluation services for the water quality sondes as well as the labor to repair or replace worn or defective parts. Some cleaning will be necessary to assess serviceability. Return repaired or refurbished instruments in a clean condition so that District technical staff can assess exterior condition of the sondes.

Labor will consist of no less than the following:

a. Diagnostic check to include firmware updates, circuitry, memory, main board, analog boards, sensor tolerances (ensures sensors are serviceable), and calibration check of sensors.
b. Replace O-rings, epoxy, and small parts.
c. Depth, Optical D.O., ORP, and Conductivity sensor functionality test at one point (if applicable).
d. Temperature (one cold / one hot, not a room temperature), Total Algae - Bluegreen algae / phycocyanin, Turbidity, Chloride sensor functionality tests at two points (if applicable).
e. pH and Nitrate sensor functionality tests at 3 points (if applicable).
f. Replacement of optical sensor quad seals (if applicable).
g. All Labor to replace all parts covered in Part Two of this contract (this does not include the part price)
h. Provide a written repair estimate by e-mail or fax. Estimate will list required repair parts from the repair parts list (CLIN 0002 for the base year and CLIN 0004 and CLIN 006 for the option years), a list of parts not on the parts list in CLIN0002/0004/006, and additional repair costs not already covered.
i. 6 month warranty on labor and one year warranty on parts.
j. 10 business days turn around on diagnostics plus an additional 10 business days to complete authorized repair.

YSI Pro DSS Sonde and Handheld Meter (1 each):

The interested contractor shall be able to also affix a permanent water proof sticker to the original equipment manufacturer (OEM) equipment including the date and serial number of the overhaul or refurbishment. The date and serial numbers shall be permanently marked and chemical resistant. Proper markings allow the equipment manager to quickly identify units that are serviceable and or overhauled. Additionally, some instruments have unreadable labels and need replacement.
