The National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract with Siemens Building Technologies, Inc., located at 6901 Muirkirk Meadows Drive, Beltsville, MD 20705, for maintenance and servicing of a Government owned proprietary automation system “Apogee Insight” that is manufactured by Siemens, under the authority of 41 U.S.C. 253 (c)(1). The Contractor shall provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to maintain and repair the Siemens Environmental Control Systems in Building 227 of National Institute of Standards and Technology, 100 Bureau Drive, Gaithersburg, MD. There is no other vendor besides Siemens Building Technologies that can service this system, which is used continually by NIST. The sole source determination is based on the need that the existing system is proprietary and can only be serviced by Siemens Building Technologies, Inc. NIST requires preventive maintenance and emergency services to keep the systems in proper working order. Siemens Building Technologies, Inc. has the expertise and the corporate resources to provide the proper support required by NIST to ensure that operation of the system remains efficient and uninterrupted. Apogee Insight automation system is a trademark of Siemens Building Technologies, Inc. Siemens Building Technologies, Inc. appears to be uniquely qualified to fulfill this requirement. NIST intends to award a contract for a base period of one year and four one-year options to extend the term of the contract for the aforementioned requirements. Interested parties may identify their interest; however, they must clearly and unambiguously demonstrate their ability to perform the requirement in writing, no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
