Micro Focus Mainframe Migration Server, Studio Enterprise Edition Support, and MFEEE are software that is used for the development of the DSS web front end. This is required to keep up with the constant upgrades and new development in this software in order to continue the development of the DSS mainframe and mid-tier system. Micro Focus is the only source that can provide service/support due to the proprietary nature of the systems and software which were developed by them for the DSS operating system. The software in use has been declared proprietary; no other vendor could meet objectives, without gaining access to the "source listing code".
Any attempt to develop an alternate source to provide this support, if possible, would result in a substantial cost to the Government. Interested contractors may identify their interest and capabilities to respond to the requirement or submit proposals. A determination by the government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
