Only one award will be made as a result of this solicitation. The NIAID, LISB, requires a renewal service agreement for the Thermo Scientific LTQ-Orbitrap Velos Mass Spectrometer, and a Thermo Scientific ETD Upgrade for the LTQ XL Hybrid as these instruments are in daily use, arrangements for repair and/or upgrades must be immediately available in order to prevent loss of research and to maintain continuity of experiments. The End of Service Life service coverage for the Thermo Scientific LTQ-Orbitrap Velos: unlimited technical support, unlimited on-site corrective service assistance, on-site preventative maintenance, and factory certified parts, if commercially available. E-Support online technical resources will continue to be provided, and software and notifications are defined as software revisions that provide minor changes that are needed to correct or improve the previous version of the software. Computers purchased from the Contractor and are required for operation of the system is covered under coverage. The service coverage for the Thermo Scientific ETD Upgrade for LTQ XL Hybrid: unlimited number of demand on-site service visits with a maximum 72-hour response, engineer labor and travel included, priority status for technical support inquires, one (1) scheduled preventative maintenance visit for the 12 month period, Contractor supplied personal computers are covered, factory-certified replacement parts, subscription to e-Support Online Technical Resources, parts, accessories of consumables for end user during active contract, software updates and notifications are defined as changes of the existing software version that are intended to improve its performance. Computers purchased from the Contractor are required for the operation of the analytical system. NIAID will evaluate quotes to determine the best value to the government. NIAID will make a Best Value Determination based on the capability of each offeror's quote to provide all requested products/services and meet the required technical specifications of service coverage, to provide OEM parts and proprietary software, to provide service in a timely manner as stated in this solicitation, and at a reasonable price. The Government's objective is to obtain the highest quality considered necessary to achieve the project objectives, with a reasonable cost. Non-price factors, when combined, are considered more important than price. In the event quotes are evaluated as equal in non-price factors, price or cost will become a major consideration in selecting the successful offeror. The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
