The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Tumor Immunology and Biology (LTIB), plans to procure, on a sole source basis, maintenance services for a PerkinElmer Envision Multilabel Plate Reader (model #2104-0010A).
The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 13; and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $22,000,000.00.
The Laboratory of Tumor Immunology and Biology (LTIB) is a large translational research program with the goal of designing, developing, and delivering innovative immunotherapies for various types of human cancers. Multiple projects in the LTIB utilize data obtained from their Envision Multilabel Reader, Model Number 2104-0010A. Due to the electronic and computer-based sophistication of this equipment, it must be serviced and maintained by individuals with manufacturer training, certification, and work experience. This also means, replacement parts and software support must be Original Manufacturer Equipment (OEM), to ensure ongoing compatibility with existing equipment, and to ensure data developed is accurate.
PerkinElmer Health Sciences is the manufacturer of this equipment and the only entity capable of providing training and certification for the performance of repairs on this equipment. PerkinElmer does not certify third party vendors technicians, as such they are the only authorized company with technicians holding current certifications, and the necessary experience required for performing repairs/updates consistent with manufacturer’s current best practices and specifications.
As the sole-manufacturer of the Envision Multilabel Reader, PerkinElmer is the only manufacturer/developer of OEM parts, and the computer-based software needed to ensure optimal performance of the lab equipment. For that reason it’s also believed that PerkinElmer is the only source capable of providing these OEM parts and updates in a timely manner consistent with the SOW. Lastly, given the nature and volume of research performed in the LTIB lab it’s critical that this equipment be repaired in a timely manner, and that troubleshooting support be provided at all times to minimize disruptions. As the only authorized company for performance of these services and installation of parts, there is no reasonable expectation that another company can meet the following response times:
It is for the above reasons; NCI believes that no other vendors can provide the required services in a manner consistent with LTIB’s needs as outlined in the SOW.
This notice is not a request for competitive quotations. However, if any interested party, especially small business, believes it can meet the attached requirement, it may submit a proposal/quote/capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. All responses must be submitted via email to Contract Specialist, John Russell, at [email protected] by no later than 2:00 PM EST, on Friday, March 5th, 2021 (02/12/21). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
