The Contracting Department, Naval Special Warfare Command (NSWC) intends to negotiate an Indefinite Delivery, Indefinite Quantity contract with Firm Fixed-Price provisions in accordance with FAR Part 12, Acquisition of Commercial Items, and Part 13.5, Simplified Procedures for Certain Commercial Items. The contractor shall provide leadership, refresher, and familiarization training for civilian employees and supervisors (military and civilian) of civilian employees to enhance knowledge, increase abilities, provide tools, and sustain individual excellence and mission readiness. This acquisition will be solicited as a Women-Owned Small Business (WOSB) Set-Aside. A complete RFQ package will be available on or about 6 March 2017 by downloading the documents at the FedBizOpps Website as follows: https://www.fbo.gov.

The locations and dates of the courses are subject to change, however, all courses will be conducted within the Continental United States (CONUS). The resulting contract will have a five year ordering period.

The North American Industry Classification System (NAICS) code for this acquisition is 541612 with a size standard of $15.0 million. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
