The U.S. Fish and Wildlife Service, Region Seven (7), Alaska, intends to award a sole source procurement to Western Ecosystems Technology, Inc. The U.S. Fish and Wildlife Service Region Seven (7), requires a manuscript and publish results of a study preformed by Dr. Ryan Nielson. The contractor, West, Inc., completed the simulation analysis to determine the feasibility of obtaining a robust population estimate for Chukchi/Bering seas polar bear population from an icebreaker with helicopter support. Dr Ryan Nielson prepared a final report summarizing the results of the simulation analysis in November 2008, under previous government contract with USFWS, Investigation of the Properties of an Aerial Line transect Survey for Polar Bears in the Chukchi Sea Using Computer Simulation and the USFWS would like to prepare a manuscript and publish the results in a peer reviewed journal. Dr Ryan Nielson has been identified as the only source that can provide economical work under the proposed contract because of his extensive experience in this project. It would be unethical and a breach of intellectual property rights to have someone else take the report without the consent of the principle authors and publish it as their own. The manuscript will be written and submitted prior to September 20, 2010. This notice is not a request for competitive proposals and the government does not intended to accept proposals received.
