The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award to Robotic Services, Inc. on a sole source basis utilizing Simplified Acquisition Procedures as outlined in FAR Part 13. The requirement is for Mapware to transform Unmanned Aircraft System (UAS) photographs into 3D and 2D virtual environments that can be easily explored, understood, and shared. The EL’s requirement is to obtain Mapware that is capable of producing aerial imagery of 125,000 acres.  This is an emergency purchase to replace the Mapware that was damaged during an UAS equipment failure last week while working in the field. The Mapware must be compatible with the previous equipment and the data generated from the current Mapware equipment. 

Scientists are currently working OCONUS in the field, and the equipment is needed as soon as possible.

Only Mapware Part Number B10-00135-50 manufactured by Robotic Services, Inc. is capable of meeting the requirement.  Delivery shall be made OCONUS on or before 19 December 2022.

The NAICS code for this requirement is 513210 with a size standard of $41.5 million.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
