Description The Defense Logistics Agency (DLA) is interested in receiving market information supporting the conversion of Metadata Records from Defense Technical Information Center (DTIC) native format to standard MARC 21 format. The objectives may include but not limited to development of an XSLT1.0 based style sheet that will convert DTIC Native metadata format into a standard Marc 21 format. The style sheet consists of a set of rules for transforming the document from one format to another. A style sheet is made up of templates, where each template defines a fragment of the output tree as a function of a fragment of the input tree. XSLT uses XPath to refer to nodes in the input tree. Once we have described the transformation rules in a style sheet, we still need a XSLT processor that can run the rules expressed in the style sheet and convert a document in the DTIC native format into the target format. As part of this work we will also provide any required training and any issues arising in the integration of the style sheet into different environments. The planned use of style sheets is in the DTIC OAI framework, and also in a client based transformation solution. The contractor shall assist in performing functionality and system performance testing in the test and integration development environment before production delivery of the style sheet. This is a request for information seeks to obtain industry concepts, capability and market information. This RFI does not in anyway constitute a Request-For-Proposal (RFP) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this RFI. Responses to this RFI shall include the name of the organization, point-of-contact, disclosure of small business status against the above referenced NAICS code, corporate capabilities, and experience of potential key personnel as it relates to the following criteria: (1) The lead contractor must be a United States Corporation or business entity; (2) Relevant experience with establishment, operation and management of consortia, partnerships and other collaborative technical and business arrangements; (3) relevant experience with the technical topics addressed above. To assist the Government in the analysis of the marketplace, responses shall be submitted electronically to the point of contact listed below on or before May 1, 2008. Electronic responses are preferred. All responses shall be submitted to the Defense Logistics Agency, Attn: James Spell, 8725 John J. Kingman Road, Fort Belvoir, VA 22060. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The government will use responses to this sources sought synopsis to make appropriate acquisisition decisions. Any resultant contract is anticipated to be Firm-Fixed Price type of contract.
