The Space and Naval Warfare Systems Command (SPAWAR) in support of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SUB),
Maritime Surveillance Systems (MSS) Program Office (PMS 485) intends to issue a
sole source contract modification, under the authority of 10 U.S.C. 2304(c)(1)
and FAR Subpart 6.302-1, to Contract No. N00039-15-C-0214 with Lockheed Martin
Mission Systems and Training (LM MST) of Syracuse, New York for the procurement
of up to five (5) additional Surveillance Towed Array Sensor System (SURTASS)
Twin Line Towed Array (TL-29A) arrays; labor and material in support of a new
Array Refurbishment Program (previously used modules will be upgraded and
refurbished in accordance with the latest approved Engineering Change Proposals
(ECPs)); and additional Engineering Support Services and Spares.
The scope increase will add ceiling and CLINs in the three (3) Option years and
is anticipated to be awarded in the second quarter of fiscal year 2017.
LM MST is the original equipment manufacturer of the TL-29A and TB-29A arrays
and developed and produced these systems under a NAVSEA contract. LM MST is the
only company currently possessing the unique expertise and specialized
knowledge to produce TL-29A arrays and module assemblies, refurbish 2/3 TL-29
towed array assemblies, and provide associated TL-29A engineering services and
spares. Due to their requisite knowledge, technical expertise, specialized
facilities, and proprietary processes for the TL-29A arrays, LM MST of
Syracuse, New York is the only contractor that can build, integrate, and test
the assemblies, modules, and Towed Array Systems for PMS 485 Maritime
Surveillance Systems.
Be advised that the aforementioned information is anticipatory in nature and is
not binding. This notice is not a request for competitive proposals; however,
any firm believing that they can fulfill the requirement of providing this
equipment and services may be considered by the Agency. Interested parties
shall identify their interest and capabilities in response to this synopsis
within 15 calendar days of publication, and must clearly demonstrate their
ability to successfully fulfill the above requirements. The Government
reserves the right not to respond to any expressions of interest received after
15 calendar days from the date of this publication; such expressions will be
