The Government’s intent is to award a contract to the Original Equipment Manufacturer (OEM), General Dynamics Land Systems (GDLS), on a sole source basis for five years.  It is not the Government’s intent to duplicate efforts of existing contracts.  As such, the sole purpose of this effort is to provide Contractor Logistics Support (CLS) to support maintenance actions not covered in published Stryker Technical Manuals that only the OEM can perform, but necessary to maintain readiness.     

The Stryker FoV support contract was originally awarded on 16 November 2000 to GDLS on a competitive basis to accomplish PM SBCT’s mission. The Stryker was based on an existing vehicle system design (Light Armor Vehicle or LAV Ill) which had been developed exclusively at private expense; therefore, in accordance with Section 2320(a)(2)(H)(i), Title 10, United States Code the Army is generally precluded from having as a condition of being responsive to a solicitation, or as a condition for the award of a contract, the selling or otherwise relinquishing of rights in technical data.

PMO SBCT continuously conducts market research in accordance with FAR 10.002(b) (2) to determine whether other capabilities of industry can be used to fulfill its life cycle requirements and to ensure its acquisition methods obtain the best value for the Government.

This market survey is part of an ongoing initiative with industry to better understand the current capabilities that may be of interest to PMO SBCT.

It is anticipated that the United States Government (USG) will award a five year follow on contract for its Sustainment requirements of Stryker vehicles with tasks published within Technical Manuals during the third quarter of FY 20.  The purpose of this request for information (RFI) is to determine the potential market capabilities to perform the maintenance tasks of vehicles without validated and verified Technical Manuals.
