The United States Census Bureau, National Processing Center, Jeffersonville, Indiana (NPC) has a requirement to destroy various materials generated in the conduct of its mission. Contractor is to provide all labor, transportation, processing, and any incidental items necessary to accomplish the required destruction. The materials consist of over 90% emblematic canvas bags, but does include some miscellaneous promotional materials such as polyester reflective vests. All materials are considered sensitive in nature due to the potential for misuse. All parties must handle the materials in a secure and confidential manner as set out in the "Special Requirements"

Amount of material to be destroyed:
Approximately 350 - 400 tons. All materials are in Gaylord boxes or on wooden pallets at and weigh approximately 450 pounds each. The size of each pallet is approximately 42" wide, 48" long and 48" high.

Frequency of shipments to destruction site:
Contractors may be required to destroy up to one semi-truckload every other day, Monday thru Friday. (Contact Henry Norris or his designee at 812-218-2000, 24 hours in advance of material pick up.) Estimated load weights are 15-30 thousand pounds.

SPECIAL REQUIREMENTS:

1. Contractor must be National Association for Information Destruction Certified and utilize only NAID approved facilities.

2. NPC employee(s) may take pre-award inspection tour of site before awarding contract.

3. NPC employee(s) will weigh, load, and seal contractor's trucks at government site.

4. All contractors transporting, destroying or otherwise processing census materials may be required to obtain "Special Sworn Status". Training and oath to be administered by NPC employees, if necessary.

5. All materials must be destroyed in accordance with National Association for Information Destruction Standards (NAID) for the destruction of confidential information/material within 24 hours of receipt.

6. Contractor shall certify the destruction of materials on the form "Certification for the Destruction of Records" (Form NPC-1139) and immediately fax to 812-218-3937 attention: Vincent Biller, or email to [email protected] .

7. The destruction site must meet Environmental Protection Agency (EPA) standards and be NAID certified. 


OPTION -
An option for destruction of up to an additional 200 tons of the same or similar materials as above.


Additional Information:
***Submit all quotes in a price per ton. Contractor to be paid based on the actual weight of materials destroyed.***

The Service Contract Act will apply to this contract in accordance with Federal Acquisition Regulation (FAR) Subpart 22.10. See www.wdol.gov .

Awardee must be registered in the Central Contractor Registration (see: www.bpn.gov/ccr ).
