The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Dr. Teresa Wu. The purchase is for non-personal services to develop a new mathematical framework and model to manage resources across competing objectives in a dynamic environment. This acquisition is in direct support for AFIT Physics Department. This notice of intent is not a request for competitive quotations; however, any information received within five (5) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
