This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38.5M.

AFRL/RRS requires software with functionality and capability that includes signal and image processing, mathematical modeling, and algorithm development and mapping.
The Government intends to negotiate a sole source contract with The MathWorks, Inc., 3 Apple Hill Drive, Natick, MA 01760-2098. The MathWorks is the sole manufacturer of the required software supplies to support AFRL/RRS' needs which include product description/salient characteristics of the following commercial licenses:
DSP System Toolbox (DSALL), Optimization Toolbox (OPALL), Partial Differential Equation Toolbox (PDALL), Symbolic Math Toolbox (SMALL), Wavelet Toolbox (WAALL), Signal Processing Toolbox (SGALL), Curve Fitting Toolbox (CFALL), Database Toolbox (DBALL), Image Processing Toolbox (IPALL), Mapping Toolbox (MGALL), Neural Network Toolbox (NNALL), Statistics Toolbox (STALL), Computer Vision System Toolbox (VPALL), MATLAB Distrib Computing Server 128 pack (DW128), MATLAB (MLALL), MATLAB Compiler (COALL), Parallel Computing Toolbox (DMALL), and Software Maintenance Service.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to [email protected]. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 March 2015.

A Sole Source Justification will be attached to the subsequent Notice of Award.
