The Department of Homeland Security (DHS) intends to negotiate on a sole source basis with Syracuse Research Corporation, 6225 Running Ridge Road, North Syracuse, NY, 13212 for specialized surveillance equipment that will integrate with existing equipment. The hardware and software is proprietary and cannot be modified, rehosted or reengineered by any third party. This notice is neither a request for proposal nor a solicitation of offers. Based on the requirements of this solicitation, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. However, any interested vendor may submit their capabilities to the Contracting Officer by September 7, 2014. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Only written responses sent via e-mail to Kim Trang at [email protected] will be accepted and must be received within two (2) calendar days of the date of this notice. The Government will not be responsible for any costs in the preparation of responses to this announcement. The Government anticipates an award date on or about September 25, 2014 to Syracuse Research Corporation. Late submissions will not be considered for this procurement, but may be considered for future procurements.
