This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This is a request for quotes (RFQ).  This solicitation also uses the simplified acquisition procedures contained in FAR Part 13.  All responsible sources may submit a quote which shall be considered by the agency.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83 and DFARs Change Notice (DPN) 20150826, AFFARS (AFAC) 2015-0406.  The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced and is technically acceptable.  NAICS is 511210 with a Small Business size standard of $38.5 Million.  FSC/SVC code is 7030.

Description:

AFTC/PZIEA, Edwards AFB, CA is seeking to purchase MatLab Concurrent Lincenses and Toolboxes to provide Operating System (OS) and Analytic Tool Software (SW) for flight test mission support: 1. MATLAB Concurrent Licenses  - 2 each, P/N: (MLALL); 2. Mapping Toolbox, 2 each, P/N: MGALL; Signal Processing Toolbox, 2 each, P/N: SGALL; Statistics and Machine Learning Toolbox, 2 each, P/N: STALL; and First Year MathWorks Software Maintenance Service.  This will be a 100% small business set aside.

Requirements:


The government will be evaluating quotes IAW Far 52.212.2 Evaluation Commercial Items (Jan 1999).


The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.  The winning vendor will be required to fill out provisions IAW DFARs 252.209-7992 and DFARs 252.203-7998. The following factors shall be used to evaluate offers:


(i)  lowest price

(ii) technically acceptable


The following clauses will also apply to any order awarded as a result of this solicitation and are those in effect through the Defense Acquisition Regulation Supplement (DFARS) DPN 20150626, effective 26 Jun 2015 and Air Force Acquisition Circular (FAC) 2005-83, effective 03 Aug 2015.  All full text clause and provisions are available at http://farsite.hill.af.mil/vffara.htm/.
