Introduction:

The Unites States Marine Corps Marine Corps Installations West is issuing this sources sought synopsis as a means of conducting market research to identify parties having interest in and the resources to support the requirement for Marine Corps Air Station (MCAS) Yuma Search and Rescue Support Services. 

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered.

 ELIGIBILITY: The applicable NAICS code for this requirement is 621910 with a Small Business Size Standard of $15M. Businesses of all sizes are encouraged to respond; however, each respondent should clearly identify their business size in their capabilities statement.

 ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)

A draft Performance Work Statement (PWS) to include Personnel Qualifications descriptions is attached for review.

Interested parties are requested to submit a capabilities statement of no more than twenty (20) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 1000 PST, 31 January 2018. All responses under this Sources Sought Notice must be e-mailed to [email protected]. This documentation must address at a minimum the following items:
1.)    What type of work has your company performed in the past in support of the same or similar requirement?
2.)    How much of the work/experience was located in this PWS area of responsibility of Yuma and the surrounding areas in Arizona and California)?
3.)     Can or has your company managed a task of this nature? If so, please provide details.
4.)    Would you need to subcontract any of the work identified in the draft PWS?  Has your company managed a team of subcontractors before?
5.)    What specific technical skills does your company possess which ensure capability to perform the tasks?
6.)     Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number and cage code.
7.)     Respondents to this notice also must indicate whether they qualify as a Small Business Concern.
8.)    Include in your response your ability to meet/obtain the requirements need for FAA Aviation/Medical support in Both California and Arizona.
9.)   Does your company carry a Valid Commercial Airlift Review Board (CARB) certification?
10.) Have you performed this type of work for any Department of Defense Agency?
11.)  What infrastructure (i.e. Hanger Space, etc.), if any, does your company have access to for the performance of this DRAFT PWS?  Where is this infrastructure located?
12.)  Do you offer these services under a different NAICS code?  If so, which ones and why?
