This is a presolicitation notice for the above project. 

A solicitation will be issued on or about Jan. 23, 2014. There is a pre-bid meeting on Jan. 23, 2014 @ 10:00. The meeting will be held at the site. We will have a meeting at the Questa Ranger District and distribute the solicitation before traveling to the site. Please arrive 15 minutes before 10:00am at the questa Ranger District.

Directions to the site:
From Questa, NM go north on State Highway 522 (aprox. 17 mi.) to Costilla, NM at jct w/ State Highway 196. Proceed east on St. Highway 196 (approx. 16.7 mi.) to west boundary of the USDA Forest Service Valle Vidal Management Unit boundary. At this point St. Highway is a dirt road and becomes Forest Road 1950. Proceed on FR 1950 1.6 mi. to jct. w/ FR1900. Turn right & continue east on FR1950 for approx 17 mi) to unmarked gate on norht side of road on (south side of McCrystal Campground). This is a locked gate and FS permission is needed beyond this point. Past this gate travel on two-track 4x4 road (approx. 1.5 miles) to the project site.


Access to project site is via Administratively locked gate. Permission is necessary to drive to site in a motorized vehicle. Contact George Long or Jerry Mastel of the Questa Ranger District to obtain access to the project site.

52.232-18 Availability of Funds.
As prescribed in 32.705-1(a), insert the following clause:

Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
