The Naval Air Systems Command, Patuxent River, MD intends to issue a delivery order against BOA N00019-11-G-0001 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499 on an other than full and open competition basis for redesign, fabrication, qualification, and testing of the Multi-Purpose Control Display Unit (MCDU), Tactical Control Panel (TCP), and Digital Receiver (DMU) Shop Replaceable Assembly (SRA) on the P-8A Poseidon aircraft. Therefore, a sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. Award of this effort is anticipated in the September 2011 timeframe, with a period of performance ending in Fiscal Year (FY) 2015. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by Naval Air Systems Command.
