This is a Sources Sought Notice only.  This is NOT a Request for Proposal, Request for Quote or Invitation for Bid.

DLA Troop Support is conducting market research seeking to identify possible manufacturers that can supply the below Military District of Washington (MDW) items. The annual estimated quantity (AEQ) for each item is listed below.

MDW, Raincoat, Man's; NSN: 8405-01-157-1130; AEQ: 415

MDW, Raincoat, Woman's; NSN: 8410-452-7040; AEQ: 25

MDW, Overcoat, Man's; NSN: 8405-01-157-1089; AEQ: 319

MDW, Overcoat, Woman's; NSN: 8410-01-452-4568; AEQ: 25

The minimum quantities are below:

MDW, Raincoat (Man or Woman): 104

MDW, Raincoat (Man or Woman): 80

The shell fabric for these items will be Government Furnished Material (GFM).

In addition, DLA Troop Support is seeking possible manufacturer that also have the ability create patterns for the MDW, Raincoat, Woman's and MDW, Overcoat, Woman's.

The technical data for each item is attached to this notice.

This acquisition will be for a Firm Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with a one-year base term and four one-year option terms.

These items will ordered by case lot. FOB Destination will be utilized for delivery to Pendergrass (VSTQ). Inspection and Acceptance will be at Origin for depot stock orders. Inspection and Acceptance will be at Destination for Special Measurement orders.

Interested manufacturers are requested to review the item descriptions carefully to identify any potential manufacturing challenges and formulate any questions. The intent of this Sources Sought Notice is to gather information that will identify sources for the possibility of a solicitation for the referenced items.

This Sources Sought Notice is issued for the purpose of market research only, and the Government is in no way obligated to purchase any material as a result of this inquiry. The Government will NOT pay for any information submitted by respondents in response to this Sources Sought Notice.

CAUTION NOTICE: The referenced items shall be manufactured in accordance with the item descriptions. All items must be Berry Amendment Compliant in accordance with "Section 833 of the National Defense Authorization Act for Fiscal Year 2006 Act added language to 10 U.S.C. 2533a requiring that all articles or items of "clothing", including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensors, electronics, or other items added to, and not normally associated with, clothing (and the materials and components thereof)."  In an effort to ascertain interest, the Government is seeking interested vendors to produce subject end items.
