The Contractor shall provide the Operations and Maintenance (O&M) Services for all management, labor, personnel, materials, supplies, repair parts, tools, equipment, and support to operate, maintain, and repair all the building equipment at the United States Department of Agriculture (USDA) Headquarters complex in Washington D.C. The Contractor is responsible to plan, schedule, coordinate, and ensure the economical completion of all work and services specified in this contract, and to ensure that all work complies with applicable codes, manufacturers' recommendations, and industry standards. These specifications are a statement of the minimum level of work and services to be provided by the Contractor. They are not intended to be, nor shall they be construed as limiting specifications or requirements. At a minimum, the Contractor will be required to take all steps and measures that would be taken by a prudent building owner to maximize the life expectancy of the property. The Contractor is responsible to perform the work described in these specifications on a 24-hour a day, 365 days a year basis. The Contractor fully recognizes that the services covered by this contract are vital to the Government's mission and that continuity of services must be maintained by the Contractor without interruption. The Contractor shall provide sufficient qualified personnel to ensure continuity of all services.
