These subscriptions will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures.

(b) Soliciting from a single source
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
Within the past few years, the ACGME has implemented additional institutional and program requirements such as the annual program evaluation (APE) and the annual institutional report (AIR) which necessitate much greater monitoring and reporting of self-study measures and outcomes, institutional oversight, meticulous data collection and real-time program-to-institution interactivity. Other USU departments still rely on E*Value; however, GME states that the current E*Value functionalities and platform don't support the new requirements as efficiently or effectively as MedHub. Additionally, despite similarities between MedHub and its competitor, New Innovations, GME requests to stay with MedHub exclusively because MedHub and E*Value are owned and operated by the same parent company, and staying with MedHub allows roughly 1,000 GME leaders, faculty, and administrators to retain access to 9 years of historical data that may be arduous and costly, if not impossible to extract in mass if we were to convert to New Innovations or another system.
MedHub, Inc. is the only known source that can provided the requested subscriptions.
This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can fulfill the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
