The Armed Forces Radiobiology Research Institute (AFRRI), an element of the Uniformed Services University of the Health Sciences (USUHS), is the primary national resource for research and development of countermeasures to radiological injury. It is a tri-service laboratory chartered in 1961 to conduct research in the field of radiobiology and related matters essential to the operational and medical support of the DOD and the military services. AFRRI collaborates with other governmental facilities, academic institutions, and civilian laboratories in the United States and other countries. Its findings have broad military and civilian applications.
AFRRI has just acquired a high-end linear accelerator Elekta Infinity and a high-end CT scanner Philips Brilliance Big Bore to enhance its capabilities in radiobiological experiments. Introduction of these machines into service requires their formal acceptance and commissioning by a highly qualified medical physicist.

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-62 (November 20, 2012) and Defense Federal Acquisition Regulation Supplement (DFARS) (November 16, 2012).
This requirement is set-aside for small business concerns under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a size standard of $14,000,000.00.
