The solicitation number is FA8601-14-T-0057, the NAICS Code is 339113. The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2) (iii).
The proposed sole source is Medtronic. The purchase is for Medtronic Longitude II Spinal system for inter-body lumbar surgery. The NAICS code for this acquisition is 339113 with a size standard of 500 people. This notice of intent is not a request for competitive quotations; however, any quotation received within three (3) days of the issuance of this notice will be considered by the government.
A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires the Medtronic Longitude II Spinal System. This is the only known system allows the surgeon to access the patient's spine percutaneously, decreasing the amount of blood loss during the surgery and decreasing the likelihood that the patient would die from blood loss during surgery. The Neuro spine surgeon has trained using these Medtronic implants and plating systems and if these items are not used the surgery would need to be sent off base at a substantial duplication of cost of approximately $40, 000. Medtronic is the only known source for this system as they are the original equipment manufacturer and only seller of their products.
