This proposed action is for the procurement of the Medtronic Solera Spinal System which will be used in a Posterior Cervical Disc Fusion surgery at the WPAFB Medical Treatment Facility (MTF). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339113. Size standard is 500 employees.
The proposed source is Medtronic, Inc., 710 Medtronic PKWY, Minneapolis, MN, 55432-5604. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1000 EST 30 June 2014. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The government requires the Medtronic Solera Spinal System for a Posterior Cervical Disc Fusion Surgery on 7 July 2014 to be performed at the Medical Treatment Facility (MTF) at Wright Patterson AFB. The Medtronic Solera Spinal System is the only known system that the Ortho Surgeon is trained on for this type of procedure which makes it so the surgeon does not have to retract any muscle tissue during the procedure. In surgical procedures similar to the one in question doctors have to retract the patient's muscles and tissue to an extent for they are not trained on the Solera Spinal System.
