This information is for solicitation SPM1C1-12-Q-0426. The item is Coat, Man's Classic Poly/Wool Serge, CG Shade 3362 (item 0001) and Coat, Woman's, Poly/Wool, CG Shade 3362 (item 0002). The applicable NSN for this procurement is 8405-01-113-2555 (item 0001), and 8410-01-217-5445 (item 0002). The military specification is CG-CDTO-U-014J Regular Fit (item 0001), CG-CDTO-U-021H Athletic Fit (Item 0001), and CG-CDTO-U-006H (item 0002). Both of these items shall be manufactured in accordance with United States Coast Guard Certification Numbers as follows: 3B8-188-01CG (Item 0001), 3B8-172-01CG (Item 0001); 3B8-187-21CG (Item 0002), 3B8-181-21CG (Item 0002); or other Coast Guard Certifications approved before award. The purchase quantity is 1,008 for the Men's and 252 for the Women's. The first delivery is due 90 days after the date of award. The destination for this item is Peckham Vocational Industries Lansing, MI (VSTN). The RFQ will be issued as a Total Small Business Set-Aside that will result in a firm fixed price contract. All materials used in the fabrication of the end item are to be furnished by the contractor with exception of the basic fabric (Cloth, PolyWool Serge, CG Shade 3362), which will be provided as GFM. This cloth's NSN 8305-01-113-3451. The government does not intend to use FAR part 12 for this acquisition. Reference Numbered Notes 1, 9, and 26.

Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed reused, melted, or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
