The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), on behalf of the Beltsville Human Nutrition Research Center (BHNRC)/Food Components and Health Laboratory (FCHL), intends to award a sole source, fixed price contract to Metabolon, Inc. located at 617 Davis Drive, Suite 400, Durham, NC 27713-4385 for analysis of diet and biological samples for metabolomic profiling. The proposed award is being conducted under the authority of FAR 6.302-1 (b)(i), only one responsible source and no other supplies or services will satisfy agency requirements.


FCHL requires the analysis of diets, blood, urine, or feces samples for metabolic profiling. These services are for the biochemical analysis of biological samples under the conditions of liquid chromatography with positive electrospray ionization and negative electrospray ionization, and gas chromatography. The results of these analyses will be a statistical reports and informatics for the samples.

Metabolon is the only known vendor who can provide metabolic profiling on a liquid and gas chromatography and positive and negative electrospray ionization platform and to provide informatics on the results. The applicable NAICS code is 541712 with a size standard of 500 employees.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The purchase will be made as other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 10 USC 2304 (c)(1) as implemented by FAR 6.302-1. Vendors who believe they can provide the aforementioned requirement are invited to submit substantiating documentation in writing to the identified point of contact within 7 days after publication of this notice. This notice is for informational purposes only and is not to be construed as a commitment by the Government.
