Notice of Intent to Sole Source – Metabolomic Analysis

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this presolicitation is for informational purposes only. The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to Metabolon, Inc, P.O. Box 110407, Research Triangle Park, NC 27709. This is a sole source procurement under the authority of FAR 13.106-1(b), “Soliciting from a single source” based upon only one responsible source capable of meeting the Government’s requirement.  This is a requirement for a global metabolomics analysis of dietary entomotoxic protein response in western corn rootworm, and maize root response to rootworm herbivory.

This notice of intent is NOT a request for competitive proposals.  However, the Government shall consider all responsible sources received by 3 PM (Central) on Saturday April 18, 2020. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  If no written responses are received after the publication of this notice the purchase will be awarded without further notice.
