18 February 2020: Solicitation N66001-20-R-0088 has been issued.
The Department of Navy, Naval Information Warfare Center Pacific (NIWC-PAC) intends
to issue solicitation No. N66001-20-R-0088 (formerly N66001-19-R-0088) to provide
support for In-Service Engineering Agent (ISEA) activities for the Meteorological and
Oceanographic (METOC) systems assigned to the METOC Capabilities Based (CB) ISEA,
Foreign Military Sales (FMS) systems, and Expeditionary and Joint systems, projects and
tasking engaged in worldwide operations, ashore and afloat. The primary efforts to be
supported include: Technical Sustainment Support, Logistics Support, Sustainment
Engineering Support, Modernizations Support, Software Maintenance, Program
Management Support, Training Services and Certification Authority.
This is a follow-on requirement to an existing Multiple Award Contract (MAC) with a
similar scope to this effort. The incumbents are Assured Space Access Technologies, Inc.
(N66001-15-D-0069), Del Rey Systems and Technology, Inc. (N66001-15-D-0070), and
Forward Slope Inc. (N66001-15-D-0071). The ordering period for the existing contract
ends 22 June 2020. This predecessor MAC was competed as a total small business set-
aside.
NIWC-PAC intends for solicitation (RFP N66001-20-R-0088) to result in a Multiple Award,
Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF)
pricing Contract Line Item Number (CLIN) for services, as well as Cost Reimbursement
(COST) pricing for Other Direct Costs (inclusive of travel) and Materials. No fee will be
allowed under the COST CLINs. The prospective contracts will have a base period of two
(2) years, followed by three (3) potential one (1) year option periods. The estimated
level of effort for the total requirement is 423,600 hours. Orders will be placed pursuant
to the ordering process at FAR 16.505(a). The North American Industry Classification
System (NAICS) Code is 541330 Engineering Services, with a Small Business Size
Standard of $41.5 million. The Product Service Code is L058, Technical Representative ââ¬â
Communication, Detection, and Coherent Radiation Equipment. The proposed acquisition
has security requirements at the Secret level. NIWC-PAC does not intend to hold an
industry day for this requirement.
